Senate Bill 170 / House Bill 1515 would require local governments to prepare a business impact estimate before enacting a wide range of ordinances, including measures to protect the local environment and quality of life. If passed, businesses would be entitled to recover attorney fees and costs if they prevailed, but a local government would not, making it very unlikely that local governments would fight back to defend their ordinances.
